Gather people first. people who would actually like to participate. make/hang flyers at local community colleges (you will have to get them pre-approved through the administration building 1st).

As for the venue- around my city, they have “Shakespeare at the Beach” and “Shakespeare in the Park”- you could try something like this. But I don’t think you can sell tickets. You could also volunteer to perform at a nursing care home in your neighborhood. You can also go to a local elementary school once you get going.
